New ChatGPT Ads Campaign Tools: Conversion-Optimized Bidding, Geo Exclusions and Bulk Management

A rundown of the conversion-optimized bidding, geo exclusions, bulk campaign tools, and 7-day average daily budget model OpenAI added to ChatGPT Ads Manager, sourced from official OpenAI Help Center pages, with practical implications for teams outside the currently eligible countries.

In the last week of July 2026, OpenAI added a set of campaign management features to ChatGPT Ads Manager: conversion-optimized bidding, geo exclusions, bulk campaign management, and a change to how the daily budget is calculated. These weren’t bundled into a single announcement — they rolled out across separate OpenAI Help Center pages updated in sequence. This post brings them together in one place.

The channel still isn’t available in Turkey — advertiser access remains limited to the US, Canada, Australia, and New Zealand. But for agencies with global clients, and for teams waiting for the channel to open in Turkey, this is a concrete signal of how much closer the platform is moving toward Google Ads and Meta Ads.

What Is Conversion-Optimized (oCPC) Bidding?

Per OpenAI’s official Help Center page, selecting the Conversions objective at campaign setup pushes delivery toward clicks more likely to produce a conversion event. The key distinction: this is not a CPA (cost-per-acquisition) buying model. Billing is still based on valid clicks — OpenAI doesn’t guarantee a specific number of conversions or a specific acquisition cost.

Eligibility requirements are clearly defined:

  • Conversion tracking must be set up on the account.
  • At least one supported standard conversion event must be flowing through the pixel or Conversions API; custom conversion events don’t currently support oCPC.
  • Existing CPM or CPC campaigns can’t be converted to oCPC — you need to create a new campaign with the Conversions objective.

The feature rolled out on June 5, 2026, to accounts with a conversion event flowing through the pixel or API by June 1, 2026.

Geo Exclusions

Per OpenAI’s campaign targeting documentation, campaigns can now exclude specific locations in addition to targeting them: a location that matches both the target list and the exclusion list won’t see the ad — exclusion always takes priority. This turns brand-safety or budget-prioritization exclusions into a single campaign setting instead of requiring separate campaign structures.

Daily Budgets Are Now a 7-Day Average

Per OpenAI’s daily budgets page, the daily budget is now defined not as a fixed daily cap but as the average amount you want to spend per day over a seven-day period. In practice, the system can shift spend toward higher-opportunity days, while spend on lower-opportunity days can fall below the average — the seven-day average is what’s preserved. The minimum daily spend per campaign is $25.

This model moves closer to how Google Ads and Meta Ads handle daily budgets, where daily spend isn’t fixed and can fluctuate up to a certain multiplier. Teams used to planning around a hard daily cap need to shift to thinking in terms of a 7-day total on ChatGPT Ads.

Bulk Campaign Management

Two separate bulk workflows were added. Per the bulk upload schema checklist, a completed CSV template can be used to create many campaigns at once — built for large launches or setting up multiple campaigns simultaneously. Bulk edits across multiple campaigns, ad groups, or ads are also supported. On the programmatic side, the Ads API now supports asynchronous bulk creation and updates at the campaign, ad group, and ad level.

This is a direct scalability step for agencies and larger advertisers where building campaigns one at a time stops being practical as account count grows.

What This Means for Teams Outside the Eligible Countries

Since the channel still isn’t open in Turkey, none of this is directly actionable today. But it has two practical implications:

  • Agencies with global clients, or accounts in the US, Canada, Australia, or New Zealand, can already use these tools.
  • The overall maturity of the channel confirms the trend covered in our broader roundup on ChatGPT ads: the platform is moving from an experimental test environment toward a fully-featured performance marketing channel comparable to Google Ads and Meta Ads. When the channel opens in Turkey, starting with a team that already knows these tools is an advantage over starting from zero.

Takeaway

None of these updates is a major story on its own — what matters is that all four landed in the same three-week window. Conversion-optimized bidding, geo exclusions, bulk management, and flexible budgeting are all standard components of mature ad platforms. OpenAI is moving ChatGPT Ads from an experimental channel to an operational one. For teams in Turkey, this is still a watching period — but the question worth tracking is no longer just “has the channel arrived,” it’s “how mature is the platform now.”
