ChatGPT ads are ads that appear in a separate, clearly labeled box beneath ChatGPT’s response. The key difference from classic search ads is in targeting: the ad matches not by keyword, but by the context of the user’s current conversation. These ads began as a test in the US in February 2026. Since May 2026, businesses have also been able to advertise through the self-serve Ads Manager. Eligibility is set country by country, and OpenAI’s official availability page now lists more than 50 markets — Türkiye among them, as of its September 16, 2026 update.
And this isn’t just one piece of news. Over the past nine months, three developments have stacked up to reshape how digital advertising works: ChatGPT turning into an ad platform, Google moving ads into the body of AI-generated answers, and open protocols that let AI agents make purchases on a user’s behalf. This post walks through all three developments, in chronological order, sourced from official announcements. Every step’s source is listed at the end of the post.
How Did ChatGPT Ads Come About? A Step-by-Step Look at the Official Announcements
September 29, 2025 — Agentic Commerce Protocol and Instant Checkout in ChatGPT
OpenAI and Stripe published an open standard called the Agentic Commerce Protocol (ACP). This standard lets AI agents speak a shared language with merchants to complete payment. The same announcement launched Instant Checkout inside ChatGPT: users can complete a purchase without ever leaving the conversation. The feature launched first with Etsy sellers. Expansion to Shopify sellers was also planned in the same announcement. This date can be considered the official start of the shift from AI assistants being a “discovery channel” to being a “sales channel.”
January 11, 2026 — Google and Shopify Announce Universal Commerce Protocol
At NRF 2026, Google announced the Universal Commerce Protocol (UCP) standard. Developed jointly with Shopify, UCP aims to let any AI agent connect to and transact with any merchant’s catalog. More than 20 organizations back the standard, including major retailers and payment networks. The timing is notable too: arriving roughly three and a half months after ACP showed that agentic commerce wasn’t a single-company experiment. The industry’s two largest ecosystems are moving toward the same goal with their own standards.
January 16, 2026 — OpenAI Officially Confirms Advertising Intent
In a blog post titled “Our approach to advertising and expanding access to ChatGPT,” OpenAI officially confirmed for the first time that ads were coming to ChatGPT. The post also laid out framework principles: ads wouldn’t influence the content of responses, would be clearly labeled, and paid subscription tiers would remain ad-free.
February 9, 2026 — Ad Testing Goes Live in ChatGPT
OpenAI announced the start of testing in a post titled “Testing ads in ChatGPT.” The first ads began showing in the US. Scope was limited to logged-in users 18 and older, on the free tier and ChatGPT Go subscriptions. Ads don’t blend into the response — they sit in a separate, clearly labeled box beneath it. The most critical difference is in targeting: ads match on conversation context, not keywords. The query-based logic media planners are used to doesn’t apply here.
May 5, 2026 — Self-Serve Ads Manager Opens to Everyone
OpenAI opened the self-serve Ads Manager to all US businesses and dropped the pilot phase’s minimum spend threshold. This was the step that changed the channel’s character: during the pilot only large-budget brands could advertise; now everyone, including small businesses, can test it. The platform supports CPC and CPM bidding. Conversions API and pixel-based tracking are available for conversion measurement. Geographic coverage then expanded in stages: Canada, the UK, Australia and New Zealand through June 2026, 31 European countries in August, and a set of Middle East, North Africa and Asia-Pacific markets after that. May 20, 2026 — Google Marketing Live: Ads Inside the AI Answer
At Marketing Live 2026, Google announced four new ad products for the AI era:
- Conversational Discovery ads — respond to a user’s question using an advertiser’s inventory.
- Highlighted Answers — appear inside AI Mode’s suggestion lists.
- AI-powered Shopping ads — Gemini selects the relevant product and generates description copy on the fly.
- Business Agent — a brand agent inside the ad that talks with the customer in real time.
A native checkout plan for merchants using UCP was also announced. Users will be able to buy without leaving the search results. The critical shift: ads are no longer positioned above or below the results page — they sit inside the generated answer itself.
June 10, 2026 — Visa Embeds Its Payment Network in ChatGPT
At the Visa Payments Forum in San Francisco, Visa announced its partnership with OpenAI. Under Visa Intelligent Commerce, users link their card to ChatGPT and set their own boundaries: per-transaction, daily, and weekly spending limits, plus a list of approved merchants. The agent completes purchases within those limits. The division of labor is clear — tokenized card data and fraud monitoring sit with Visa, purchase-decision logic sits with OpenAI. A process that started with a protocol in September 2025 reached direct integration with a global payment network in nine months.
How Do You Advertise on ChatGPT?
The process runs through a self-serve panel similar to Google Ads or Meta Ads. A business opens an account at ads.openai.com, builds a campaign in OpenAI Ads Manager, and chooses either CPC (cost per click) or CPM (cost per thousand impressions) bidding. Conversions API and pixel-based tracking are supported for conversion measurement. An Advertiser API is available for those who want to connect campaign management to their own tools.
Three details govern the work in practice:
- You don’t buy keywords. The ad matches on the user’s current conversation context, so what you buy is a topical context rather than a query.
- Eligibility follows the advertising entity, not the operator. OpenAI’s documentation is explicit that the legal entity that advertises and gets billed must be based in a listed country. Where the person logging into the panel sits does not matter. Signing up from an unlisted country is allowed, but it only puts you on a notification list.
- Daily budgets are seven-day averages. Daily spend can reach twice the selected budget and seven-day spend can reach seven times it. The minimum daily budget varies by market and currency; the published standard for the US in USD is $25, not a universal platform floor.
Why Are These Three Developments One Story?
Three separate developments all point in the same direction: payment infrastructure (ACP, Instant Checkout, Visa Intelligent Commerce), cross-platform interoperability (UCP), and ad inventory (the ChatGPT test, Ads Manager, Google Marketing Live) converged over nine months and moved into the same conversational interface.
In practical terms: in the classic conversion funnel, a user sees an ad, clicks to a site, and converts on the site. In an agent model, a user may in some scenarios hand the purchase decision directly to their agent. As the funnel’s steps change, the center of gravity shifts for disciplines like measurement, landing page optimization, and product data management.
That shift has not been a straight line, though. OpenAI reversed course on in-chat purchasing in March 2026. Per CNBC on March 24, 2026, Instant Checkout failed to take off, and the company moved back to letting merchants use their own checkout experiences while it focused on product discovery. Analysts told CNBC that the difficulty of enabling transactions had been underestimated: onboarding merchants, showing accurate product data, and supporting multi-item carts or loyalty memberships all proved hard. The operative model today is discovery in the assistant, purchase on the merchant’s own site — which means the landing page is still where conversion happens. Where the Rollout Stands, and What to Do About It
The channel launched in the US in February 2026, moved through English-speaking markets by June, added 31 European countries in August, and by the September 16, 2026 availability update covered more than 50 markets — including Türkiye, Japan, Korea, Brazil, Mexico, India and eleven Middle East and North Africa markets. Google’s AI Mode ad formats, by contrast, are still in US testing. Two things follow from that gap: the buy-side of AI answers is now broadly purchasable on OpenAI’s inventory, while Google’s equivalent is not, and the groundwork below pays off on both.

- Set up a GA4 AI Assistant traffic channel to separate out existing traffic coming from AI assistants. Without a pre-campaign baseline, there is no way to isolate what the ads actually added.

- On the agentic commerce side, the most concrete preparation is product feed quality: structured data, current stock and pricing, and clear product descriptions. Agents read the data, not the storefront.

A Short Take
What stands out most in this story is speed. A product that grew without ads built out protocol, inventory, and payment layers in nine months and assembled an end-to-end commerce channel. Google answered in the same window. The order to follow is clear. First, establish organic visibility and measurement in generative answers; get product data to a quality agents can actually read; then start with small-budget, controlled experiments. The platform is still labeled beta, and OpenAI warns that delivery and spend can fluctuate as its systems change — budget decisions should assume that.
